"Location TN/Other" is where the boat construction was completes and/or started. For instance, a boat hull might be built in Knoxville and then launched and floated to Chattanooga for the steam engines and machinery.  Then it might come back to Knoxville for the final outfitting with cabin, etc. "Jeffersonville, IN" is the Howard Steamboat Company and they were equipped to build the complete boat in one location. Other large locations like St. Louis and Paducah could also build the complete boat.
